About
The SPACE4Cities project is coordinated by Forum Virium Helsinki, the innovation company of the City of Helsinki. The project is funded by the European Union's Horizon Europe program through the European Union Agency for the Space Programme (EUSPA).
The Challenge
SPACE4Cities aims to use European satellite applications to solve urban challenges and create more sustainable urban environments. The common challenge is to design, develop and pilot replicable solutions utilising European satellite data and space technologies (Copernicus and/or Galileo) for better and more dynamic management of public areas, green spaces, transport infrastructure and city maintenance – and cities’ overall resilience and functionality.
The three challenges under this PCP are defined as follows:
- Sustainable Mobility Challenge: to transform urban mobility, while reducing CO₂ emissions, addressing critical issues related to active mobility, public transportation, logistics management, resilience to disruptions, accessible infrastructure and safe and secure drone flights.
- Climate Resilience Challenge: to harness satellite technology to address the dual challenge of climate change mitigation and adaptation in urban environments. The initiative seeks innovative solutions that enhance climate resilience, facilitate greenification, and support the energy transition.
- Urban Planning & Management Challenge: to leverage digital technologies in urban planning and maintenance to improve the precision of urban data collection, enhance the ability to model new urban scenarios, and effectively visualise these models in 3D models.

Who can apply
Suppliers may be either companies, research centres or non-profit organisations and they may submit a tender as part of a consortium or as a single entity. Suppliers from all EU countries are eligible, plus from 18 associated countires. For more information, please refer to
