About
PCP WISE is a Pre-Commercial Procurement (PCP) action funded by the European Commission’s Horizon Europe Programme, selected under the call HORIZON-CL6-2024-GOVERNANCE-01-5.
This ambitious initiative directly supports the European Green Deal’s objectives, advancing the uptake of Environmental Observation (EO), data, and products to tackle pressing societal challenges. With a total budget of €19 million, PCP WISE allocates nearly €12 million (11,765,338.80 EUR) to finance the R&D phases of the PCP. These investments aim to develop cutting-edge solutions up to TRL 8, addressing critical needs in water management and climate resilience across Europe.
The PCP is promoted by a group of 12 public buyers, coordinated by Het Waterschapshuis (Netherlands). Together, they form the backbone of the European PCP WISE consortium, which brings together 26 organisations - local authorities, water authorities, and research institutions - from 10 countries. This consortium is reinforced by 14 additional partners, who provide expertise and support throughout the PCP process.
By joining forces, this pan-European collaboration is set to drive innovation, sustainability, and resilience in the face of growing environmental and climate-related challenges.
The Challenge
PCP WISE addresses one of Europe’s most pressing challenges: the growing impact of climate change on water systems. Increasingly frequent droughts, floods, wildfires, and soil instability are placing pressure on water quality, supply, and infrastructure. These risks require water authorities to make informed, timely, and effective decisions to protect communities and ecosystems.
To meet this need, PCP WISE focuses on advancing the monitoring of the Soil-Water-Vegetation (SWV) system through remote sensing, Earth observation, and advanced hydrological modelling. By generating consistent and shareable data on local water balances, PCP WISE will give managers the tools to:

Prioritise actions based on Environmental Act guidelines

Allocate scarce water resources more effectively

Build risk maps that improve awareness and support crisis management
Ultimately, PCP WISE will provide smart, sustainable, and scalable solutions to strengthen climate resilience across Europe, helping water authorities respond to both fast-onset events (floods, wildfires) and slow-onset impacts (droughts, soil subsidence, heat stress, infrastructure risks).
The PCP is divided into three phases: Phase 1 (Solution Design),
Phase 2 (Prototyping and Lab Testing),
Phase 3 (original development, field testing and, and validation of first products/services).
Solutions are expected to achieve TRL 8 at the end of Phase 3.
