       1. Upcoming tender-opportunities for technology providers initiated by Procure4Health project

Procure4Health is an EU-funded project that aims to support healthcare public buyers in seeking solutions for their unmet needs through innovation procurement. Within the project 4 common unmet needs have been identified which will all be addressed by launching joint actions on procurement of innovation. No less than 18 health care public buyers are joining hands within the project to tackle issues and challenges they face.

To achieve this objective, the Procure4Health project organised 4 Open Market Consultations (OMC's). Each OMC will address one of the four common needs or challenges identified by healthcare procurers. The Open Market Consultations consists of a webinar and an online questionnaire to gather input from the market. All interested providers are invited to join the webinar(s) and/or to provide their input through the online questionnaire(s).

What is an OMC for?

The objectives of these Open Market Consultations are to:

  1. Validate the findings of the State-Of-The-Art (SOTA) analysis and the viability of the set of technical and financial provisions.
  2. Raise awareness of the industry and relevant stakeholders regarding the upcoming PCPs.
  3. Collect insights from the industry and relevant stakeholders (including users) to finetune the tender specifications.

 

Diving into PCP

Pre-Commercial Procurements allow public entities to acquire R&D services from various Technology Providers simultaneously. This approach enables a thorough comparison of alternative solutions, promoting the identification of the most cost-effective and valuable options. PCP involves a risk-benefit sharing arrangement under market conditions between public procurers and Technology Providers. Importantly, there is a clear separation between the PCP phase and the subsequent deployment of commercial volumes of end-products.

The PCP procedure consists of three phases: Phase 1 (Solution design), Phase 2 (Prototype development), and Phase 3 (Development of pilot systems and testing), as illustrated in the following picture:

  2. SPIN4EIC Assistance Action - What's in it for you?

SPIN4EIC is part of the Business Acceleration Services (BAS) and aims to support EIC beneficiaries by providing guidance and enhancing their capacity to leverage innovation procurement. Specifically, the SPIN4EIC Strategic Innovation Programme allows EIC-funded companies to expand their networks and engage with relevant innovation procurement decision-makers across Europe. As part of this programme, selected applicants can receive tailored assistance to reply to the Open Market Consultation Questionnaires as well as to participate in the Procure4Health tender opportunities.

The SPIN4EIC Assistance Action is a tailored guidance scheme that includes the following main activities:

  1. Assignment of a Single Contact Person from the assistance team, who will be responsible for guiding the beneficiaries along the process.
  2. Organisation of an online Preliminary and/or Kick-off meeting during which the beneficiaries and the assistance team will agree on the required guidance activities and define the next steps.

    The support to the EIC beneficiaries under the SPIN4EIC Initiative will encompass guidance activities such as providing best practices on drafting tenders, sharing best practices of organising tendering documents, and providing guidance on their format and organisation. The support will not include services such as the drafting of technical documents, the preparation of administrative documents, the submission of documents to buying entities, nor translation, mediation, and litigation services.

  3. Support and guidance on preparing eventual pitching event sessions of your company.
  4. Provision of tailored assistance services: the exact guidance activities to be provided to each beneficiary will be tailored based on the nature and needs, as agreed during the Preliminary and/or Kick-off meeting.

 

      3. SPIN4EIC Assistance selection process

To receive support in the context of the SPIN4EIC Assistance Action in participating in any or more Procure4Health Open Market Consultations and submitting the respective questionnaires, applicants must submit the SPIN4EIC application questionnaire within the following dates:

  • Sustainable personal protection against pathogens in the Health Care context: 06/05/2024 at 23:59 CET.
  • Home-based care and remote monitoring: 03/06/2024 at 23:59 CET.
  • Precision and Predictive medicine: 26/08/2024 at 23:59 CET.

Following the OMCs, further details on the assistance selection process will be provided in due time following the publication of each Procure4Health PCP.

Applicants are not automatically accepted to participate in the Assistance Action.

For the assistance actions, participants must meet the following criteria:

  1. Be an EIC beneficiary (“EIC beneficiaries" involve all SMEs and projects funded by the EIC, EIC Pilot, SME Instrument, FTI, Pathfinder, Transition and FET (no matter the year they were funded). SMEs that got the Seal of Excellence (SoE) under Horizon Europe (not before 2021) as well as Women in Tech awardees are also included.);
  2. Ensure that your company is established in a country eligible to participate in Horizon Europe Innovation Actions. Nevertheless, it is possible to form alliances of technology vendors (consortia);
  3. Ensure that your company possess the linguistic capacity to submit an offer in the language requested by the upcoming Procure4Health tender opportunity (English);
  4. Ensure that your company has the available resources to participate/allocate to the assistance services.
