Open Call for the SPIN4EIC Assistance Action: We're calling EIC Beneficiaries to receive assistance in Innovation Procurement!

The SPIN4EIC powered by EIC BAS Innovation Procurement Programme aims to establish the EIC as a Centre of Excellence for innovation procurement by, among others, empowering EIC Beneficiaries to engage in procurement opportunities in Europe and beyond.

How can the SPIN4EIC team assist you?

  • Identifying market opportunities: We actively scan for market opportunities.

When a relevant opportunity in Public (including procurement of R&D services) and/or Private sector Innovation Procurement is identified, the SPIN4EIC team launches a Sub-Call for Expression of Interest (EOI) dedicated to the provision of assistance to EIC Beneficiaries who wish to apply for that opportunity (you can find our current open Sub-Calls for EOI in the “How can you take part?” section below). Additionally, we directly reach out to EIC Beneficiaries who have applied to this Open Call and to whom the identified opportunity may be relevant, offering assistance in the application process.

We also continuously assess the applications received through our Open Call and screen for market opportunities relevant for the innovative solutions provided by the applicants.

You can also share with us any tender opportunity to which you may be interested in receiving assistance by filling in this form.

  • Boosting your bids: We offer comprehensive support for your bids in Public, including procurement of Research & Development (R&D) Services, and Private sector Innovation Procurement opportunities.

The SPIN4EIC team provides tailored assistance to EIC Beneficiaries throughout the lifecycle of procurement tendering processes and where you need it most. This assistance encompasses activities such as providing strategic guidance, best practices on drafting and organising the technical offer (“storytelling”), pitching coaching, guidance on navigating the legal and regulatory aspects of the tender, among others. (The support does not include services such as the drafting of technical documents, the preparation of administrative documents, the submission of documents to buying entities, nor translation, mediation, and litigation services.)

The SPIN4EIC team will set-up a preliminary meeting with you to understand how it can best support you and share an Acknowledgment Letter before initiating the assistance services for a specific tender opportunity.

  • Amplifying your growth: We provide one-on-one tailored assistance to help you scale your business effectively through innovation procurement.

The SPIN4EIC Assistance Action is a tailored guidance scheme. Our team provides EIC Beneficiaries with personalised support where you need it most, working together to define a way forward to capitalise on market opportunities. Our goal is to collaboratively identify specific areas within the procurement landscape where we can offer guidance to enhance your capabilities in future tender opportunities. This encompasses activities such as providing guidance on how innovation procurement processes work, on identifying market opportunities/ market scanning, on identifying relevant buyers and partners, among others.

Note: All services in the context of the SPIN4EIC Assistance Action are free of cost.

 

How can you take part?

If you are interested in joining our pool of EIC Beneficiaries to receive assistance in innovation procurement, please express your interest now by filling in the application form.

After you express you interest, you can:

The EIC Beneficiaries can apply to both options above simultaneously.

The SPIN4EIC assistance team will be accepting expressions of interest to receive assistance in innovation procurement on an ongoing basis. This Call will be open until Spring 2026 and will be continuously updated with information about specific Sub-Calls that will be launched based on available innovation procurement opportunities.

 

What happens once you apply to the Open Call and/ or identify an opportunity?

The team will continuously assess the received applications and reach out to the EIC Beneficiaries to schedule an initial meeting. Collaboratively, we will define a way forward to support you, based on the identified needs, whether they are specific to a tender opportunity or not. Following this meeting, our team will develop a tailored Assistance Plan to kick-off with the assistance process.

SPIN4EIC Assistance Action process

 

Who can apply?

We are looking for EIC-backed Beneficiaries (SMEs, start-ups and scale-ups, as well as any other relevant entity, offering/ working on innovative solutions) who are interested in receiving assistance in Private and/or Public Innovation Procurement and have the capacity to participate in this Assistance Action.

To receive assistance, the EIC Beneficiaries must comply with the following eligibility criteria:

  1. The applicant must be an EIC beneficiary;
  2. The applicant has maintained legal compliance, with no record of law violations; and
  3. The applicant must exhibit financial stability and should not be insolvent.

The applicant must be able to successfully pass a European Single Procurement Document (ESPD) phase, meaning that they need to be complaint with requirements 2 and 3. An ESPD is a self-declaration form used in public procurement procedures. In addition, certain private sector entities may opt to adopt best practices from public procurement and request suppliers to provide an ESPD.

 

What are the timetable and deadlines?

This general Call for Expression of Interest will remain accessible throughout the entirety of the SPIN4EIC Programme (November 2023 to Spring 2026), and Sub-Calls for applications will be initiated whenever the SPIN4EIC team identifies relevant opportunities in Public (including procurement of R&D services) and Private sector Innovation Procurement.
