Open Call for the SPIN4EIC Assistance Action: We´re calling EIC beneficiaries to seize their market opportunity!

The SPIN4EIC Strategic Innovation Procurement Programme aims to offer hands-on assistance to EIC beneficiaries to take part as bidders in Public, including procurement of Research and Development (R&D) services, and Private sector Innovation Procurement tender processes, in and outside Europe. This is a free service for EIC beneficiaries. This Call will be open until August 2026 and will be continuously updated with information about specific Sub-Calls that will be launched based on available procurement opportunities.

What’s in it for you?

The assistance will be provided to support the EIC beneficiaries in the Procurement of R&D Services, Innovation Public Procurement, and Private Sector Innovation Procurement throughout the lifecycle of the tendering process. Each EIC beneficiary shall carve its own customer journey along the tendering lifecycle, receiving tailored assistance from the SPIN4EIC team, where they need it most.

The assistance to the EIC beneficiaries encompasses activities such as guidance in identifying market opportunities, sharing methodologies for qualifying opportunities, providing best practices on drafting tenders, sharing best practices of organising tendering documents, reviewing tender documents (including a review of the documents developed by the applicants), and providing guidance on their format and organisation.

The support will not include the drafting of technical documents, the preparation of administrative documents, or the submission of documents to buying entities.

 

How can you take part?

The SPIN4EIC programme will be accepting expressions of interest for participation on an ongoing basis, as this Call will remain open for the entire duration of the programme (from November 2023 to early 2026). The SPIN4EIC team will periodically assess the received applications and screen for opportunities related to the solutions provided by the pre-selected beneficiaries.

Once an opportunity in Public (including procurement of R&D services) and Private sector Innovation Procurement is identified, we will then launch a Sub-Call for the Expression of Interest (EOI), dedicated to that opportunity. Participants who match the identified opportunity will be subsequently contacted to express their interest in receiving assistance to that specific tender opportunity.

EIC beneficiaries, who meet the eligibility criteria, will undergo a preliminary pre-selection process based on the initial submission of the Call's form. It is important to note that the final and official selection for participation in the assistance action will only be conducted through the subsequent Sub-Calls.

Assistance overview

 

Who can apply?

We are looking for EIC-funded beneficiaries (SMEs, start-ups and scale-ups offering as well as any other relevant entity working on innovative solutions) who are interested in receiving assistance in Private and/or Public Procurement and have the capacity to participate in this assistance action.

To be pre-selected to receive assistance, the EIC beneficiaries must comply with the following eligibility criteria:

1. The applicant must be an EIC beneficiary;

2. The applicant has maintained legal compliance, with no record of law violations; and

3. The applicant must exhibit financial stability and should not be insolvent.

The applicant must be able to successfully pass a European Single Procurement Document (ESPD) phase, meaning that they need to be complaint with requirements 2 and 3. An ESPD is a self-declaration form used in public procurement procedures. In addition, certain private sector entities may opt to adopt best practices from public procurement and request suppliers to provide an ESPD.

The selection criteria for each Sub-Call for EOI will be tailored to the requirements of each identified tender opportunity. The team will then contact all applicants once the selection process has been concluded and inform each applicant of the outcome of their application.

What are the timetable and deadlines?

This general Call for Expression of Interest will remain accessible throughout the entirety of the programme (November 2023 to early 2026), and Sub-Calls for applications will be initiated whenever the team identifies opportunities in Public (including procurement of R&D services) and Private sector Innovation Procurement.
