About

The Regional and Interdepartmental Directorate for the Environment, Planning and Transport of Île-de-France (DRIEAT IF) - the French government agency responsible for coordinating sustainable development efforts and supporting regional planning and infrastructure projects in the Île-de-France region - has issued a tender in the form of an Innovation Partnership.

The Challenge

This challenge aims to develop an innovative technical tool that can simultaneously measure two key aspects related to heavy trucks and exceptional transports when they cross a bridge or other structure: accurately weight vehicles while they are in motion (Weigh-in-Motion) evaluate the real-time impact of each vehicle crossing on the structural condition of the infrastructure (Structural Health Monitoring). By correlating traffic data with indicators of structural degradation, the tool will provide infrastructure managers with a robust decision-making aid, allowing them to evaluate, in advance, whether a specific heavy or exceptional load complies with authorized limits and crossing conditions, and to assess how repeated traffic contributes to the long-term wear and damage of the structure. Ultimately, the goal of this Innovation Partnership is to improve infrastructure safety, optimize maintenance strategies, and ensure the sustainable management of transport networks.

Deadline for Submitting Offers: June 14h, 2025, 14:00:00 (UTC+2) Eastern European Time, Central European Summer Time.

Who can apply

The tender is open to small and medium-sized enterprises (SMEs), as well as other entities, as as specified in the procedure's descriptive document.

Applicants may submit their application using one of two formats: either the electronic European Single Procurement Document (eDUME), with a separate eDUME required for each member in the case of a consortium; or the traditional format using the DC1 (letter of application) and DC2 (candidate’s declaration).
