The Health and Digital Executive Agency (HaDEA) addresses the European Commission’s ambition to help rebuild a post-COVID-19 Europe at its heart, which will be greener, more digital and more resilient. It has launched a call for tenders of an estimated budget of €225 000 000 under the EU4Health Programme. This call will be implemented in three distinct phases.
The Challenge
The challenge focuses on accelerating the development of next-generation influenza vaccines that can be rapidly produced, broadly protective, and adaptable to emerging pandemic threats. A key objective is to develop vaccine candidates that are either intrinsically immunogenic or effective without the need for adjuvants, thus simplifying formulation and potentially accelerating regulatory pathways. By fostering such innovations, the procurement aims to strengthen pandemic preparedness and reduce reliance on slower, conventional vaccine platforms, positioning Europe at the forefront of resilient and responsive immunisation strategies.

The tender is open to small and medium-sized enterprises (SMEs), as well as other entities, as as specified in the procedure's descriptive document.
