The cities of Copenhagen, Helsinki, Amsterdam, Paris, Tallinn and Stavanger invite innovators/companies to submit offers for the AI4CITIES pre-commercial procurement. These solutions should use artificial intelligence or other enabling technologies - such as big data applications, 5G, edge computing and IoT - and contribute to the reduction of CO2 emissions in the six cities and regions participating in the project. The total funding amount to be divided among the selected suppliers throughout the whole challenge-based procurement is 4.6 million euros. Don’t miss this opportunity! The call is open until 28th of February at 17:00 CET.

The six cities and regions have developed ambitious strategies and policy plans to become carbon neutral by – the latest – 2050. AI4Cities aims to help accelerate their transition to carbon neutrality by utilising artificial intelligence and related enabling technologies – such as big data applications, 5G, edge computing and IoT – to find innovative solutions contributing to the reduction of CO2 and other greenhouse gas emissions. These solutions will address energy and mobility related challenges as these two domains are responsible for 82% of GHG emissions in European cities.

The proposed solutions must build on highly innovative and not market-ready technologies and/or concepts. In order to demonstrate their potential for large-scale sustainable deployment after the project completion, and, therefore, their added value for the cities, solutions must be tested and validated at a large-scale inside AI4Cities' project cities. Tenderers who submit an offer must specify whether they submit to LOT 1 (MOBILITY) or LOT 2 (ENERGY).

Pre-Commercial Procurement

The Pre-Commercial Procurement process will be executed in three phases, ending in July 2022. In Phase 1, the selected suppliers will work on a full plan for the development of a prototype, including a sustainability model to ensure its future uptake and scalability. Then, in Phase 2, the first prototypes of the solutions proposed in Phase 1 will be created, based on lean principles and agile methods. Finally, in Phase 3 selected contractors will test their prototypes in a minimum of two cities. The full feature set and performance of each solution will be verified and compared in operational conditions.

Tender Submission Form

To participate in AI4Cities, fill out the form available on this link and attach all the necessary documents listed. All documents should be sent in PDF format (except Form F, which can be sent in Excel format).

The tenderers’ offers will be evaluated by the Buyers Group, consisting of Forum Virium Helsinki, representing the City of Helsinki, the City of Amsterdam, the City of Copenhagen, the City of Stavanger, the City of Tallinn and Cap Digital, which represents the Paris Region. Forum Virium Helsinki is the Lead Procurer.

The AI4Cities team has also produced the AI4Cities Pre-Commercial Procurement Tendering Guide to learn more about the steps to follow to present a bid.
