The European Innovation Council (EIC) together with the Las Rozas de Madrid municipality is organising an EIC ePitching to Procurers session on 28 November 2022, at 12:00 PM (CET). This online session will be dedicated to matching EIC beneficiaries with procurers' needs in the field of Artificial Intelligence, and specifically, its use to address urban air quality challenges by enabling the implementation of a dynamic low-emission zone to improve air quality.

What's in store for throughout the day of the ePitching? 

Las Rozas de Madrid, one of the largest townships and municipalities in the autonomous community of Madrid, Spain, is aiming at piloting, purchasing and deploying through procurement SMEs and innovative solutions in the area of Urban Low Emission Zone applications of Artificial Intelligence technologies in order to improve air quality in the city. 

 

The EIC is offering, in collaboration with the Las Rozas de Madrid municipality, the opportunity to 6 selected EIC innovators to present and pitch their innovative solutions to this buyer during an online pitching session that will take place on 28 November 2022.  

 

Who can apply? 

All EIC-backed innovators working on innovative products or services in the field of Artificial Intelligence to support the environmental objectives of the municipality and can respond to the challenges developed below. 

 

What challenges should you prepare for? 

Challenge – use of Artificial Intelligence to implement dynamic Low Emission Zones 

Las Rozas de Madrid is seeking a supplier to develop an intelligent mobility system based on the creation of a digital twin of the municipality, together with the exploitation of the data obtained from the different IoT sensors deployed (air quality sensors, noise sensors, video cameras).  

The authority wishes to implement multiple Low Emission Zones to improve air quality that are adapted to the particular characteristics of the municipality of Las Rozas. To do so, it wishes to exploit autonomous decision-making based on data to provide objectivity and to create a flexible, modular and distributable zoning model throughout the territory. Therefore, based on the values of the measurements obtained in the indicators of air quality as well as traffic intensities and their level of emissions, this system must: 

  • Deploy a 3D model of the main mobility infrastructures of the municipality (digitize data on- but not limited to - roads, sidewalks, pedestrian crossings, ramps, bike lanes, parking areas, taxi and car-sharing pick-up points, bike lanes, multimodality spaces, recharging points and signals). 

  • Deploy a network of sensors to obtain real-time information regarding mobility and traffic in the city (using, for example, origin-destination matrices, traffic density, people counting and cyclist mobility on bike lanes). These sensors will be based on different technologies such as Wi-Fi device detection, OCR, gauges, induction loops and cameras. 

  • Incorporate data from the municipality's traffic and security cameras (such as vehicle and person count and incidents). 

  • Integrate external data from other sources: DGT, CITRAM of Madrid Regional Transport Consortium, INE (socio-demographic data) or weather forecasts. 

  • Incorporate data in real-time from the existing network of air quality in the municipality, and parameters directly related to traffic. 

  • Obtain information on the current mobility situation in the municipality and a short-term forecast. 

  • Propose options to make decisions in real-time according to mobility conditions and traffic (presence of incidents). 

  • Plan and test future measures in a virtual environment through simulations to assess the possible effects of changes related to mobility. For example, develop simulations that allow air quality to be estimated beyond the air quality measurement stations themselves, based on traffic and emissions data. 

  • Inform citizens about the mobility conditions in the municipality, alternative routes or alternative modes of transportation. 

  • Establish dynamic low emissions zones, activation and deactivation within the municipality according to environmental conditions, air quality, traffic simulation and mobility data. This shall include communication mechanisms with vehicles and drivers for their notification and/or guidance systems. The goal is to provide a better forecast based on traffic and emissions prediction models which may inform when the activation of the protocols will take place. 

  • Integrate capacity with MaaS systems. 

  • Use integration standards such as API-Rest and specifically, FI-WARE standard so that it can interoperate with the municipal smart city platform. 

  • Include management software with functionalities such as: 

  • Dashboards of the different indicators. Including the necessary IT infrastructure (Big-data). 

  • Alert system. 

  • Data visualization system that includes a digital twin GIS-based model

EIC Business Acceleration Services 

The Business Acceleration Services provided are free of charge. All participants are expected to fill out a brief satisfaction survey shortly after the event, and a business impact survey after six months. Failure to do so may lead to exclusion from future Business Acceleration Services.
